An update of 1980 Volume I, Water Resources Priorities for the Midwest, of the Northwest-Midwest Institute, this report covers the Great Lakes, Ohio, Upper Mississippi, and Souris-Red-Rainy River Basins. Resources and policy alternatives are described in each of seven areas: water quality and the effects of water treatment facilities, urban and agricultural run-off, hazardous and toxic wastes, and acid rain; water supply and the effects of resource conservation and improving or adding new supplies; water requirements for energy development, including hydroelectric power, district heating, synthetic fuels, and groundwater resources; water transportation; flood control and damage reduction; coastal management; and access to water for recreation. 46 references, 14 tables, 46 notes.
