The Dynamic Multiscale Nature of Climate Change Vulnerability: An Inuit Harvesting Example

Abstract This article advances a vulnerability framework to understand how climatic risks and change are experienced and responded to by Inuit harvesters using a case study from Iqaluit, Nunavut. The article makes important contributions to methodological design in vulnerability studies, emphasizing the importance of longitudinal study design, real-time observations of human–environment interactions, community-based monitoring, and mixed methods. Fieldwork spanned five years, during which sixty-four semistructured interviews were conducted and historical records examined to develop an understanding of the processes and conditions affecting vulnerability. A local land use monitoring team was established, collecting ∼22,000 km of land use Global Positioning System (GPS) data and engaging in biweekly interviews (more than 100) on exposure, sensitivity, and adaptive capacity. This was complemented by analysis of instrumental data on sea ice and climate conditions. Results indicate that sea ice conditions are changing rapidly and affecting trail conditions, safety, and access to harvesting grounds. GPS data and biweekly interviews document real-time adaptations, with traditional knowledge and land-based skills, resource use flexibility, and mobility underpinning significant adaptability, including utilizing new areas, modifying trail routes, and taking advantage of an extended open water season. Sociospatial reorganization following resettlement in the 1950s and 1960s, however, has created dependency on external conditions, has reduced the flexibility of harvesting activities, and has affected knowledge systems. Within the context of these "slow" variables, current responses that are effective in moderating vulnerability could undermine adaptive capacity in the long term, representing overspecialized adaptations, creating the potential for further loss of response diversity and flexibility, and engendering potential downstream effects, creating trajectories of maladaptation. El artículo contribuye significativamente al diseño metodológico de estudios de vulnerabilidad, haciendo énfasis sobre la importancia del diseño longitudinal del estudio, las observaciones de las interacciones humano-ambientales en tiempo real, el monitoreo basado en la comunidad y métodos mixtos. El trabajo de campo se extendió durante cinco años, tiempo durante el cual se administraron sesenta y cuatro entrevistas semi-estructuradas y se examinaron registros históricos para lograr un mejor entendimiento de los procesos y condiciones que afectan la vulnerabilidad. Se estableció un equipo para monitorear localmente el uso del suelo, obteniéndose datos de usos del suelo generados por un Sistema de Posicionamiento Global (GPS) sobre ∼22,000 km, al tiempo que en entrevistas bisemanales (más de 100) se tuvo conocimiento sobre exposición, sensibilidad y capacidad adaptativa. Esto se complementó con el análisis de datos instrumentales sobre hielo marino y condiciones del clima. Los resultados indican que las condiciones del hielo marino están cambiando rápidamente, afectando las condiciones de desplazamiento, seguridad y acceso a los campos de recolección. Los datos del GPS y las entrevistas bisemanales documentan en tiempo real las adaptaciones desarrolladas a partir del conocimiento tradicional y habilidades aprendidas en el terreno, la flexibilidad de uso de los recursos y la movilidad, factores que apuntalan una adaptabilidad significativa, incluso con la utilización de nuevas áreas, modificando las rutas en los caminos y aprovechando una estación más larga de mar abierto. Sin embargo, la reorganización socio-espacial subsiguiente a los reasentamientos de los años 1950 y 1960 ha creado una dependencia de las condiciones externas, ha reducido la flexibilidad de las actividades relacionadas con la cosecha y ha afectado los sistemas de conocimiento. Dentro del contexto de estas variables "lentas", las respuestas actuales que son efectivas en la moderación de la vulnerabilidad pueden socavar la capacidad adaptativa a largo plazo, representando adaptaciones ultra especializadas, creando el potencial para una mayor pérdida de diversidad y flexibilidad en la respuesta, y al generar potenciales efectos secundarios, crear trayectorias de mala adaptación.
