Community Control: A Distraction, Not an Answer

The nonresponsive social institution is today's crucial problem. Community control seeks to enhance responsiveness but brings in its wake all the evils of local government. It represents a transfer of power but leaves untouched some of the major limitations of bureaucratic organization. Heightening responsiveness of social agencies is best achieved by accentuating accountability to clients without diminishing professionalism. This can best be done by taking into account customer preference when funds are distributed to social agencies.
