Collective and noncollective states in<mml:math xmlns:mml="http://www.w3.org/1998/Math/MathML" display="inline"><mml:mmultiscripts><mml:mi mathvariant="normal">Cd</mml:mi><mml:mprescripts/><mml:none/><mml:mrow><mml:mn>116</mml:mn></mml:mrow></mml:mmultiscripts></mml:math>studied via the<mml:math xmlns:mml="http://www.w3.org/1998/Math/MathML" display="inline"><mml:mrow><mml:mi>β</mml:mi></mml:mrow></mml:math>decays of<mml:math xmlns:mml="http://www.w3.org/1998/Math/MathML" display="inline"><mml:mmultiscripts><mml:mi mathvariant="normal">Ag</mml:mi><mml:mprescripts/><mml:none/><mml:mrow><mml:mn>116</mml:mn></mml:mrow></mml:mmultiscripts></mml:math><mml:math xmlns:mml="http://www.w3.org/1998/Math/MathML" display="inline"><mml:mrow><mml:msup><mml:mrow/><mml:mrow><mml:mi>m</mml:mi><mml:mn>1</mml:mn><mml:mo>,</mml:mo><mml:mi>m</mml:mi><mml:mn>2</mml:mn><mml:mo>,</mml:mo><mml:mi mathvariant="normal">gs</mml:mi></mml:mrow></mml:msup></mml:mrow></mml:math>

We have reinvestigated the $\ensuremath{\beta}$ decay of the three isomers of $^{116}\mathrm{Ag}$ at the Holifield Radioactive Ion Beam Facility (HRIBF). Through the use of half-life information, we have been able to construct individual decay schemes for each isomer and correct what was a puzzling inconsistency with the published data, namely the $\ensuremath{\beta}$ feeding of ${2}^{+}$ states by a ${5}^{+}$ isomer. Our results indicate that the feeding of these levels arises from a ${3}^{+}$ isomer in $^{116}\mathrm{Ag}$. A total of $271\ensuremath{\gamma}$-ray transitions ($159$ new) were assigned to $148$ levels ($94$ new) from the $\ensuremath{\beta}$ decay of $^{116}\mathrm{Ag}$${}^{m1,m2,\mathrm{gs}}$. Significant deviations are observed from IBM-2 calculations for the decay of the ${0}^{+}$ and ${2}^{+}$ members of the previously assigned three-phonon quintuplet. Candidate states for the quadrupole-octupole quintuplet states and $\ensuremath{\pi}{g}_{9/2}--\ensuremath{\pi}{p}_{1/2}$, $\ensuremath{\pi}{g}_{9/2}--\ensuremath{\pi}{p}_{3/2}$, $\ensuremath{\nu}{h}_{11/2}--\ensuremath{\nu}{s}_{1/2}$, $\ensuremath{\nu}{h}_{11/2}--\ensuremath{\nu}{d}_{3/2}$, and $\ensuremath{\nu}{h}_{11/2}--\ensuremath{\nu}{d}_{5/2}$ broken-pair states are assigned.
