Obligatory Municipal Energy Reporting – Experiences from Southern Germany

Abstract Only a municipal administration which walks ahead as a good example will be able to convincingly align all required stakeholder in order to realise a city-wide development towards decarbonisation and energy supply security. Monitoring of actual progress is vitally important. The German federal state of Baden-Wuerttemberg was the first German state to require as of 2021 that local authorities report on the energy consumption of their premises including non-residential buildings, municipal care homes and municipal leisure facilities, streetlighting, water supply, sewage treatment for the local area. As such it pre-empts likely obligations in the revisions to the EED. This paper presents an initial analysis, using a data set of primary schools. A statistical analysis was undertaken and comparisons made to existing benchmarks. The data capture has been compared to other existing large-scale data-capturing initiatives.
