A Statewide Collaborative Leadership Model for Navigating the California English Learner Roadmap

This chapter examines a statewide collaborative leadership model implemented through an Educator Workforce Investment Grant called English Learner (EL) Roadmap Power in Collaboration Across California (EPiCC) Project. Drawing on Fullan's theoretical framework of distributive leadership, the EPiCC project leveraged a four-zoned leadership team structure to operationalize effective language acquisition programs through the implementation of California's EL Roadmap Policy. Project leaders across areas serving students with distinct and diverse strengths and needs worked to co-develop cross-institutional teams, professional learning networks, and collaborative systems. The following chapter highlights how participatory approaches enabled authentic engagement within multiagency educational collaborations, particularly in overcoming barriers to multilingual instructional and support practices in public education spaces. The findings provide practical implications for educational leaders seeking to implement collaborative models that promote equity and excellence across PK-12 systems.
