When the Crowd Outsmarts the Experts: Mathematical Foundations of Collective Intelligence in AI Systems

Purpose: This paper revisits Condorcet’s Jury Theorem in the context of modern AI, examining the paradoxical strength of weak individual judgments when aggregated at scale - such as in reinforcement learning from user feedback for large language models. Design/methodology/approach: We formalize a probabilistic framework comparing expert-based versus crowd-based model training. Using binomial concentration and Chernoff bounds, we analyze large-N behavior and the monotonicity of majority-based decision rules. A simplified illustrative model shows how AI systems can outperform experts via scale alone. Findings: Aggregated feedback – even from less reliable individuals – can outperform expert input when independence and minimal accuracy conditions are met. These results provide theoretical support for reinforcement learning from millions of users. Practical implications: Large-scale user feedback can be strategically leveraged to improve AI system performance, even without expert-level annotation. This has implications for the design of scalable training pipelines in commercial and open-source language models. Originality/value: This work synthesizes voting theory, statistical learning, and AI practice, challenging traditional notions of expertise. It offers a formal grounding for the “wisdom of crowds” as a scalable mechanism for modern AI training.
