Erfolgsfaktoren für eine wirksame Nutzung des Sondervermögens Infrastruktur und Klimaneutralität

The article examines success factors and provides action recommendations for the effective use of the Special Fund for Infrastructure and Climate Neutrality (SVIK) against the backdrop of the existing significant infrastructure financing gap in Germany. In addition to insufficient financial resources, structural hurdles such as the ongoing shortage of skilled workers and complex bureaucratic planning and approval procedures for infrastructure projects are identified as problem areas. The authors provide concrete action recommendations to address these challenges and ensure efficient management and allocation of SVIK funds. These include cross-sectional coordination of infrastructure stakeholders, testing and integrating (new and proven) technical, financial, and operational models, as well as establishing comprehensive project management.
