This deliverable presents the BioINSouth project’s stakeholder mapping and engagement framework, designed to embed sustainability and circularity in regional bioeconomy strategies across Southern Europe. Central to the project is a Multi-Actor Approach (MAA) that mobilises stakeholders from academia, industry, government, and civil society through the establishment of Multi-Actor Regional Groups (MARGs) and the BioINSouth Stakeholder Platform (BSP). Together, these structures support co-creation, dialogue, and cross-regional knowledge exchange across eight regions: Andalusia, Asturias, Campania, Centro, Cyprus, Nouvelle-Aquitaine, Peloponnese, and Slovenia. The stakeholder mapping activities, led by PNO Innovation (Greece), applied advanced analytics using the Wheesbee platform to screen over 12,000 EU and national projects. This resulted in the creation of a comprehensive set of databases, including a Global Stakeholder Database, seven National/Regional Databases, and a Linked and Sister Projects Database. These resources form a dynamic and evolving mapping of the Southern European bioeconomy ecosystem, enabling targeted engagement, evidence-based decision-making, and identification of synergies across value chains and regions. The report also highlights the shifting EU policy landscape, notably the transition of bioeconomy responsibilities from DG Research & Innovation to DG Environment, which underscores the growing emphasis on environmental sustainability. Overall, this deliverable provides the foundational intelligence and structures needed to activate regional collaboration, empower stakeholders, and support the development of resilient, inclusive, and place-based bioeconomy pathways within the BioINSouth project.
