Addendum to Consequentia TM and Consequence-First TM and Primacy of Consequence TM Doctrine – Causesequence and other Terms

Terms and Interim Definitions: Causesequence™ (n.):A unified process in which consequence represents the forward-unfolding dynamics of a system, while causation represents the backward-constructed narrative inferred from memory. “Causesequence” designates the complete loop in which events generate consequences, consequences leave traces, traces form memory, and memory produces the appearance of causal structure. The term rejects the traditional dichotomy of cause vs. effect and instead frames system dynamics as a bidirectional relation between unfolding events and retrospective interpretation, without privileging either side. Consequence-State AnalysisTM (n.): The process of utilizing the Consequence – Capability Alignment ToolTM (CAT or C-CAT) to respond to Consequence Domains either vulnerable to possible collapse, visibly at risk, or in full collapse (e.g., Evacuation is required to assure resident safety), by addressing adjacent, aligned, or ancillary domains before cascading impact can occur. Consequence Response FrameworkTM (n.): The overarching organization of all functionalities involving the Consequence – Capability Alignment ToolTM , Consequence-State AnalysisTM, and all other planning, response, or other actions made to prevent, protect, and mitigate people, systems, and environmental public health of any built environment. Consequence – Capability Alignment ToolTM (n.): Also abbreviated as (CAT or C-CAT) is the conjointment of capability-based and consequence-based emergency planning structures that align existing capacity with consequence domains that are operationally compressed, irreducible and deterministic sets containing hazards and threats, satisfying the CMS “all-hazards approach.” Domains are cross tabbed with capabilities by physical adjacency and proximity.
