In 2024/2025, a data collection of climate actions discussed in Hamburg was compiled. Measures were collected via a structured web search followed by a snowballing web search. In the first stage, relevant stakeholders from Hamburg were identified with the search phrases ‘Hamburg Klimawandel Gesundheit’ (Hamburg, climate change, health), ‘Klimaschutz Hamburg’ (climate mitigation, Hamburg) and ‘Hitzeaktionsplan Hamburg’ (heat action plan Hamburg). The web presence of these stakeholders was searched for information on climate mitigation and climate adaptation. Climate actions were collected, whether they were discussed or proposed. If the search led to results that were not linked to Hamburg specifically, e.g. a person from a research institute located in Hamburg talking about climate mitigation in general, they were excluded from the results. In addition, the political programs of those political parties in Hamburg were analyzed that were present in the Hamburger Bürgerschaft within the last two legislative periods 2016 to 2020 and 2020 to 2024. As the Free and Hanseatic City of Hamburg was developing a heat action plan (HAP) during the period when the list of measures was being compiled, the climate actions mentioned during the participation processes were also included in the collection. In a second stage, a snowball internet search was conducted, being led from the found stakeholders to those mentioned by them or linked to them and climate actions from their web pages were added. The search was conducted in German. The collected measures were then translated into English. The data set includes both the original and translated terms. The way the measures were mentioned was corrected in spelling and grammar, so that the terms could stand alone. If a specific stakeholder, e.g. hospital X, was mentioned in the measure, it was generalized for data protection purposes e.g. hospitals.
