This paper presents ESB Networks’ innovative approach to supporting Ireland’s Climate Action Plan, which targets a significant reduction in greenhouse gas emissions by 2030 through the widespread adoption of electric vehicles (EVs). A major challenge in this transition is ensuring equitable access to public EV charging infrastructure, particularly for urban residents without private driveways. In response, ESB Networks has developed the EV-Public Lighting Column Unit (EV-PLCU), a novel solution that integrates EV charging capabilities into existing public lighting infrastructure. Developed in collaboration with Local Authorities (LAs), government agencies, and manufacturers (OEMs), the EV-PLCU addresses regulatory, spatial, and operational constraints while promoting modularity and flexibility for Charge Point Operators (CPOs). The pilot programme encompasses prototype development, site selection, technical integration, and performance monitoring. By leveraging ESB Networks’ low-voltage infrastructure and smart metering, the EV-PLCU enables a scalable, near-home public EV charging solution that minimises street clutter and supports inclusive access to electromobility. This initiative exemplifies how infrastructure innovation can support the drive to sustainable urban mobility and contribute to a just energy transition.
