Veriform Equation of Ethical Action

This paper introduces Veriform, a formal framework for ethical evaluation of actions and systems based on truth-seeking orientation. The framework combines procedural analysis, outcome projection, and multi-pillar ethical evaluation to provide testable criteria for ethical decision-making. Applications include AI ethics, political decisions, and policy evaluation. A case study demonstrates the framework's ability to identify institutional bias in AI systems.
