Cooperation between the Interparliamentary Assembly of the Commonwealth of Independent States and the World Health Organization Regional Office for Europe: The role of parliamentary networks, mechanisms, and outcomes

The aim this review to examine the collaboration between Interparliamentary Assembly of Member Nations of the Commonwealth of Independent States and World Health Organization/Europe within the broader role of parliamentary networks in global health architecture. Qualitative document analysis of the 2018 MoU, joint statements (2020–2021), Interparliamentary Assembly of Member Nations of the Commonwealth of Independent States model laws, Inter-Parliamentary Union –World Health Organization/Open World Health Organization resources, and World Health Organization Healthy Cities materials. The partnership institutionalized legislative harmonization; shifted from reactive to proactive work (digitalization, noncommunicable diseases, healthy ageing); broadened stakeholders and strengthened International Health Regulations (2005) preparedness. The framework integrates the role of global and subregional parliamentary networks as bridges between international standards and national policy. Parliamentary networks —from global (Inter-Parliamentary Union) to subregional (Interparliamentary Assembly of Member Nations of the Commonwealth of Independent States) ‒ are key partners for World Health Organization/Europe in building an adaptive health architecture. They convert scientific and technical guidance into actionable policy, ensuring sustainable financing, accountability, and cross-sectoral integration.
