GLOBAL DIGITAL ASSURANCE FRAMEWORK FOR INTELLIGENCE SYSTEMS (G-DAFIS-PS): Certification Pre-Standard & Conformity Reference

The Global Digital Assurance Framework for Intelligence Systems – Certification Pre-Standard & Conformity Reference (G-DAFIS-PS) is a non-binding, non-regulatory, non-certifying pre-standard reference governing the articulation and interpretation of conformity concepts for intelligence systems. This publication does not establish standards, certification schemes, compliance obligations, audit criteria, control requirements, implementation guidance, or enforcement mechanisms. It does not provide safety guarantees, correctness assurances, regulatory safe harbors, or outcome determinism. G-DAFIS-PS defines a structured conformity reference vocabulary and boundary model intended to support institutional reasoning, assurance interpretation, and evaluative dialogue without substituting regulatory authority, legal judgment, or sector-specific standards. This work is expressly designated as a pre-standard reference. It prohibits certification claims, badges, seals, or representations of compliance derived from its use. Any automated, derivative, or third-party use implying certification, endorsement, or regulatory approval constitutes misuse. This publication is released as a fixed Version 1.0 reference. Any future standards, certification programs, or derivative instruments shall remain separate, optional, and non-substitutable.
