Stablecoins are rapidly transforming the global financial landscape, offering programmable, low-cost, and borderless transactions. Yet their proliferation has outpaced regulatory responses, exposing jurisdictions to systemic risks and legal ambiguity. This chapter presents a modular legislative framework designed to accommodate diverse capacities while promoting legal interoperability and cross-border enforceability. It also examines the consequences of regulatory inertia—including financial instability, loss of sovereignty, and exclusion from innovation ecosystems.
