Unconditional Technology Transfer Declaration for MENA (Non-Normative Annex to the MIZAN Core)

This document is a non-normative, non-binding declaration of intent. It does not constitute a license, contract, waiver, assignment, or grant of rights. It is NOT part of the MIZAN Core, does not define governance, does not grant licenses, and does not supersede any invariant or canonical rule. Its sole purpose is to express a unilateral intention to allow free regional adoption and development by entities in the Middle East and North Africa (MENA), without imposing conditions, fees, royalties, exclusivity, jurisdiction, or obligations of any kind. All technical, legal, and governance authority remains exclusively in the canonical MIZAN Core v1.0.
