HKU-BAL/Clair3: v2.0.0

Shifted the deep learning framework from TensorFlow to PyTorch. ONT model now supports signal-aware variant calling using Dorado move tables. Use --enable_dwell_time for BAM files with mv tags (requires Dorado with --emit-moves). See Dwelling Time Feature for details. Reconstructed the run_clair3.sh script in Python (run_clair3.py) for improved user experience. Model checkpoint format changed from TensorFlow (.index/.data) to PyTorch (.pt). Pre-trained PyTorch models are available for download.
