Formation of the veterinary regulatory field in the Vologda province in cooperation with other provinces of Russia at the beginning of the 20th century

By the end of 1915, the range of veterinary regulations in use in the Vologda and other Russian provinces in the late 19th and early 20th centuries revealed the need for veterinary documentation at the provincial and national levels. This entailed the subsequent analysis of existing regulations and the generation of corresponding new, unified veterinary regulations for the entire country. Although the basic measures for combating and preventing epizootics were virtually identical across Russia's regions (depending on the disease: slaughter, separate housing of sick, suspected, and uninfected animals, disinfection, disinfestation, deratization, safe burial, restrictions on movement and trade, registration, quarantine, surveillance, morbidity analysis, treatment, certain state support measures, promotion of vaccination, etc.), it was essential to create a unified, national, state database of veterinary regulations, approved at the highest level. During an archival and chronological analysis of the State Archives of Veterinary Medicine (GAVO) archival documents related to veterinary regulation at the turn of the 19th and 20th centuries, the authors identified a strong trend toward exchanging existing documents, specialized literature, decrees, circulars, etc., as a form of interprovincial cooperation in Tsarist Russia. Due to the wide range of archival documents in the GAVO collections on this topic, research activities will continue.
