Abstrak: Penelitian ini bertujuan untuk mengidentifikasi kearifan lokal khas Halmahera Utara yang relevan diintegrasikan dalam pembelajaran Bahasa Indonesia Fase A kelas 1 SD serta mengembangkan modul ajar berbasis budaya lokal untuk meningkatkan keterampilan berbicara siswa. Penelitian menggunakan metode Research and Development (R&D) model 4D (define, design, develop, disseminate). Data dikumpulkan melalui wawancara dengan tokoh adat, guru, pemerhati budaya, serta uji coba modul pada 25 siswa kelas 1 SD Inpres Wari. Hasil penelitian menemukan dua belas unsur kearifan lokal, meliputi cerita rakyat, lagu anak daerah, permainan tradisional, ungkapan sopan santun, dan tradisi gotong royong. Cerita rakyat menjadi unsur paling dominan dengan tingkat kemunculan 90%. Modul ajar yang dikembangkan divalidasi oleh ahli dengan skor rata-rata 3,55 (kategori layak digunakan tanpa revisi mayor). Uji coba menunjukkan peningkatan rata-rata keterampilan berbicara siswa dari 68 (kategori cukup) menjadi 82 (kategori baik), dengan kenaikan 20,6%. Penelitian ini menunjukkan bahwa kearifan lokal Halmahera Utara sangat relevan untuk diintegrasikan dalam pembelajaran Bahasa Indonesia Fase A kelas 1 SD. Unsur budaya seperti cerita rakyat, permainan tradisional, lagu daerah, dan nilai sopan santun efektif memperkaya materi ajar, dengan cerita rakyat sebagai unsur dominan dalam melatih keterampilan menyimak dan berbicara siswa. Pengembangan modul ajar berbasis kearifan lokal menggunakan model 4D dinyatakan layak tanpa revisi mayor dan terbukti meningkatkan keterampilan berbicara siswa, ditunjukkan oleh kenaikan skor rata-rata dari 68 menjadi 82 (20,6%). Integrasi ini sejalan dengan Kurikulum Merdeka serta berkontribusi pada penguatan kemampuan berbahasa, karakter, dan identitas budaya siswa sejak dini. Abstract: This study aims to identify local wisdom unique to North Halmahera that is relevant for integration into Indonesian language learning for Phase A (Grade 1 elementary school) and to develop a local culture–based teaching module to improve students’ speaking skills. The study employed a Research and Development (R&D) approach using the 4D model (define, design, develop, and disseminate). Data were collected through interviews with traditional leaders, teachers, cultural observers, and a module trial involving 25 first-grade students at SD Inpres Wari. The findings identified twelve elements of local wisdom, including folklore, regional children’s songs, traditional games, expressions of politeness, and the tradition of mutual cooperation. Folklore emerged as the most dominant element, with a 90% occurrence rate. The developed teaching module was validated by experts with an average score of 3.55, categorized as feasible for use without major revision. The trial results showed an improvement in students’ average speaking skills from 68 (fair category) to 82 (good category), representing a 20.6% increase. This study demonstrates that North Halmahera local wisdom is highly relevant for integration into Indonesian language learning for Phase A (Grade 1 elementary school). Cultural elements such as folklore, traditional games, regional songs, and values of politeness effectively enrich teaching materials, with folklore serving as the dominant element in developing students’ listening and speaking skills. The development of a local wisdom–based teaching module using the 4D model was deemed feasible without major revision and proven effective in enhancing students’ speaking skills. This integration aligns with the Merdeka Curriculum and contributes to strengthening students’ language abilities, character development, and cultural identity from an early age.
