A Framework for Sustainable Architecture: The Efficiency Protocol and Total Cost Evaluation

As enterprise technology systems grow in complexity, the hidden costs of "free" open-source software and the long-term debt of proprietary vendor lock-in create a sustainability crisis for modern organizations. This paper presents the Framework for Sustainable Architecture, a decision-making model that integrates the Efficiency Protocol (EP) with a rigorous Total Cost of Ownership (TCO) evaluation. Drawing on a five-year longitudinal study of infrastructure decisions in a regulated large-scale corporate environment, this research demonstrates how "free" licensing often conceals significant operational deficits in training, integration, and maintenance. The framework operationalizes Martin Barnes’ classic "Iron Triangle" into a Total Cost Triangle (Capital, Time, Complexity) and introduces the Architectural Fitness Scorecard, a weighted quantitative model for decision support. By enforcing lean principles, specifically Minimum Required Framework (MRF) and Minimum Effective Dose (MED), organizations can reduce "waste" (Muda) in their software portfolio. The findings suggest that while Free and Open Source Software (FOSS) is strategically superior for long-term innovation, its sustainability depends on accurate cost modeling and a hybrid support strategy to mitigate skill gaps.
