The Zemgale region Early Warning System (EWS) is a GIS-based flood risk management platform developed to address the area's high flooding vulnerability, caused by flat terrain and a complex river network. The system integrates real-time hydrological forecast data with HEC-RAS flood modelling to automatically generate flood maps and deliver location-specific warnings to registered residents and local authorities through an interactive web interface. By providing timely flood notifications, the system aims to reduce property damage — such as the 7 million euro loss during the Jelgava floods in July 2024 — and strengthen civil protection coordination across municipalities. While the solution has strong replication potential for other flood-prone areas, its effectiveness depends on locally calibrated hydrological models and continuous citizen engagement to maximize the system's reach.
