The UCMS AI Infrastructure Scan v1.1: Structural Drift, Cross-Sector Synchronization, and Governance Margin Analysis in the Artificial Intelligence Ecosystem

This manuscript introduces the Upstream Coherence Measurement Stratum (UCMS), a structural measurement framework designed to analyze alignment and drift across the rapidly evolving artificial intelligence infrastructure ecosystem. AI infrastructure now spans multiple institutional domains—including hyperscale cloud providers, frontier model laboratories, national defense systems, healthcare platforms, enterprise software ecosystems, and academic research networks. As these sectors become increasingly interconnected, understanding how structural assumptions evolve and synchronize across domains becomes critical for technological governance and systemic risk assessment. The UCMS framework represents institutional alignment using a Coherence Configuration Vector (CCV) composed of ten structural dimensions describing core assumptions embedded within infrastructure actors. By tracking CCV values across time, the framework enables measurement of structural drift velocity, cross-sector synchronization, and governance margin—the temporal gap between technological change and institutional response. Using longitudinal slices from 2010–2025, this scan illustrates increasing synchronization across multiple sectors of the AI ecosystem. When sectors drift independently, systemic shocks tend to remain localized. When sectors drift in aligned directions simultaneously, systemic coupling increases and governance margins narrow. This work provides: a formal specification of the UCMS coordinate system a replicable CCV scoring protocol using observable proxies longitudinal drift analysis across major AI infrastructure sectors a governance margin model grounded in historical technological transitions policy implications for monitoring systemic technological risk UCMS does not attempt to predict specific technological outcomes. Instead, it provides a measurement architecture for observing whether the AI ecosystem remains loosely coupled or enters regimes of synchronized drift where institutional correction mechanisms may struggle to keep pace with technological acceleration. The framework is designed as an extensible research protocol that can support future empirical datasets, expanded entity panels, and automated monitoring pipelines.
