This document presents the ARISE Research Assessment Model, a qualitative, peer-review-based research unit assessment framework developed for the Institute of Economic Sciences. The model was developed within the project Advancing Research Assessment in Serbia: A Pilot Project for the Institute of Economic Sciences (ARISE), funded under the Horizon Europe CoARA Boost cascade funding programme. The model defines core values and assessment dimensions and includes a self-assessment report template, peer-review rubrics, a scoring framework and methodology, as well as detailed procedures for reporting, appeals, and conflict of interest management, ensuring transparency, fairness, and alignment with the committments of the Coalition for Advancing Research Assessment (CoARA). The model was developed through a participatory process involving members of the project team, an interdisciplinary Advisory Board, and researchers and stuff of the Institute of Economic Sciences who contributed through an internal survey and focus group discussions. This co-creation approach ensured that the model reflects diverse research practices, career paths, and disciplinary specificities, and provides a robust and operational basis for pilot implementation and future scaling.
