Drivers of change: how performance measurement system reshape government agencies in Indonesia

This study investigates how performance information is used in Indonesian Government Agencies and its impact on their performance. The research focuses on the implementation of Budget Implementation Performance Indicators. Based on data from 74 agencies in Lampung Province, the findings show that three key factors drive the use of performance information: the design of the performance measurement system, the institutionalization of performance measurement, and the competencies of individual employees. The study also notes that institutional pressures influence employee behavior. It concludes that well-designed systems, embedded practices, and skilled personnel are crucial for improving performance. The research recommends strengthening training, leadership commitment, and institutional frameworks to create more effective public sector performance systems in Indonesia.
