The office of the Governor occupies an important position in India’s federal parliamentary system. The position of Governor was created during the colonial period to fulfil wishes of the British. During making the constitution for independent India, the constituent assembly went through a huge debate on the Governor's position for state government. The Constitution of India establishes the Governor as the constitutional head of the state executive under Articles 153–161. The Governor exercises functions generally on the aid and advice of the Council of Ministers headed by the Chief Minister. The position carries certain discretionary powers that make it a significant institution within the framework of Centre State relations in the federal system. Over the years, the role of the Governor has raised constitutional debate particularly in situations involving government formation, legislative assent and the recommendation of President’s Rule. These issues have raised questions on the position of Governor regarding neutrality, constitutional accountability and the balance between the Union and the States. This study analyses the historical background of the creation of the position of Governor in India. This paper analyses the Governor's constitutional and statutory position, which encompasses the powers, responsibilities and discretionary capabilities. The study explores contemporary debates and various reforms regarding the position of Governor. This paper also analyses the judicial pronouncements of the Supreme Court of India for incorporating significant aspects of the Governor's position. It also analyses the scope and limits of the Governor’s discretionary . The study mainly discusses the recent judicial interpretations and political debates regarding the power and role of Governors in the content of federal system. In recent years, the office of the Governor has been at the centre of constitutional controversies in several states regarding delays in granting assent to bills, intervention in the appointment of the vice-chancellor of the state university and decisions during government formation in hung assemblies. Also at the present time, judicial pronouncements by the Supreme Court of India have played a crucial role in clarifying the constitutional limits of gubernatorial discretion and reinforcing the principle that the Governor must act in accordance with constitutional morality and democratic norms. This study assesses the enduring significance of the office in upholding constitutional governance and fostering national unity
