Agenda 2030 and Government Strategic Communications: Finland's Approach to SDG Implementation

This study examines Strategic Communications as a core governance capability that accelerates national progress toward the Sustainable Development Goals (SDGs), using Finland as a case study. A qualitative methodology is employed, combining targeted document analysis, thematic coding, and a theory-driven framework grounded in Systems Theory, Stakeholder Management Theory, and Resource Dependence Theory. Findings show that Finland’s institutional architecture supports coherent Whole-of-Government (WoG) and Whole-of-Society (WoS) communication, enabling alignment across administrative sectors and fostering broad societal engagement. Strategic Communications functions as a catalyst by translating global SDG objectives into concrete national narratives, responsibilities, and shared action. Additionally, the study demonstrates how Finland strategically accumulates institutional trust – treated as governance capital – through openness, consistency, and inclusive dialogue with stakeholders. The results indicate that communication is not a supplementary function but a determining variable in effective SDG governance. The study’s significance lies in formulating three Strategic Communications Governance Principles and providing empirical support for the proposed “SDG 18 – Communication for All”, as an essential enhancement to global sustainable development frameworks.
