Global Perspectives on Public-Private Collaborations in Agricultural Innovation

Agricultural extension systems are essential for translating scientific research into practical, on-farm innovation. A comparative investigation spanning ten countries, including the United States, Brazil, Australia, the UK, Ireland, and the Netherlands examined how public and private institutions collaborate to deliver effective extension services. The findings indicate that public models offer accessibility and continuity, while private systems excel in responsiveness and alignment with market needs. However, when applied in isolation, both models demonstrate clear limitations. Public systems often face funding and incentive challenges, while private models risk excluding resource-constrained producers. Evidence from diverse contexts highlights the effectiveness of pluralistic systems that integrate both public and private actors. These systems are most successful when supported by stable public funding, clearly defined roles, inclusive design, and mechanisms that build trust and coordination. This aligns with the “best-fit” framework, which emphasizes that no single model is universally optimal; rather, extension systems should be tailored to local contexts through a mix of approaches (Chowdhury et al., 2024, Birner et al., 2009). This presentation outlines key characteristics of high-functioning pluralistic extension systems, drawing on international case studies to identify enabling conditions and potential pitfalls. The analysis offers practical insights for stakeholders seeking to strengthen extension capacity and ensure more equitable access to innovation across the agricultural sector.
