Assessing the Capability of Philippine Shipyards in Alternative Fuel Engine Retrofitting: A Guide for Policy Formulation

Abstract This study develops a comprehensive assessment tool to evaluate the readiness of Philippine shipyards to retrofit vessels for alternative fuels. The tool assesses shipyard capabilities in facilities, equipment, workforce training, technological expertise, and auxiliary industries, ensuring a structured framework for analysing retrofitting potential. A forty-three-page questionnaire, formally submitted to the Maritime Industry Authority (MARINA), serves as the core instrument. While field validation is pending, the tool itself systematically addresses technical capacity, financial sustainability, stakeholder engagement, and regulatory compliance, offering a strategic roadmap for shipyards to transition toward alternative fuel technologies. Variables such as financial incentives, regulatory frameworks, and research investments are analysed to determine policy influences. The contribution of this article lies in presenting a methodological framework and self-assessment instrument that policymakers and industry stakeholders can adopt to guide the sustainable modernization of Philippine shipyards.
