INCIDENCIA DE LA REGLA FISCAL EN LA META DEL BALANCE FISCAL PRIMARIO DEL GOBIERNO NACIONAL CENTRAL 2007-2023 - Incidence of the Fiscal Rule on the Primary Fiscal Balance Target of the Central National Government, 2007–2023

Este artículo analiza el impacto de la regla fiscal en el manejo del déficit prima rio del Gobierno Nacional Central entre 2007 y 2023, utilizando un modelo econométrico basado en un análisis de regresión lineal. Los resultados muestran que la regla fiscal tuvo un impacto positivo en la reducción del déficit entre 2013 y 2020, pero tras su suspensión durante la pandemia, el déficit aumentó en 2022 y 2023. Aunque la renta petrolera también contribuyó, su efecto fue limitado debido a la volatilidad de los precios del crudo. A pesar de los avances, persisten problemas estructurales que dificultan una reducción sostenida del déficit. This paper analyzes the impact of the fiscal rule on the management of the primary deficit of the Central National Government between 2007 and 2023, using an econometric model based on linear regression. The results show that the fiscal rule had a positive impact on reducing the deficit between 2013 and 2020, but after its suspension during the pandemic, the deficit increased in 2022 and 2023. Although oil revenues also contributed, their effect was limited due to the volatility of crude oil prices. Despite the progress, structural problems persist, hindering a sustained reduction in the deficit.
