The purpose of the article is to substantiate a comprehensive Concept for overcoming challenges and transforming the labor market of the Carpathian region of Ukraine in the context of full-scale war and post-war recovery. The research is based on the application of general scientific and special methods, including structural and functional analysis, comparative analysis, system approach, and synthesis of socio-economic and spatial data. The study examines demographic and migration shifts, structural changes in employment, territorial asymmetries, and institutional constraints shaping the regional labor market. The results of the research include the identification of key dysfunctions of the Carpathian regional labor market and the development of a conceptual framework for its transformation, grounded in the principles of resilience, inclusiveness, territorial equity, and multi-level governance. Priority directions of labor market transformation are substantiated, including cyclical recovery of employment, qualitative upgrading of skills and productivity, cross-border labor market integration, digitalization of employment, and adaptive integration of internally displaced persons and veterans. The scientific novelty of the study lies in the development of an integrated conceptual model of labor market transformation that combines post-war recovery objectives with long-term regional development and human capital reproduction. The practical significance of the research is determined by the possibility of using the proposed Concept. Further research should focus on the quantitative assessment of policy impacts, the development of monitoring indicators. The implementation of the proposed Concept can ensure the formation of a sustainable, inclusive and competitive labor market in the Carpathian region, contribute to the strengthening of human capital, the reduction of socio-territorial disparities and the improvement of the quality of life of the population. The practical significance of the results obtained lies in the possibility of their use in the development of regional employment programs, post-war recovery plans and strategic development documents.
