Humanitarian Diplomacy between the Ideal of Apolitical Assistance and the Political Realities of International Relations

The research examines the evolution of humanitarian diplomacy from an apolitical ideal to a foreign policy tool.The author identifies two models: diplomacy for access and aid as "soft power".Special emphasis is placed on the "humanitarian bridge" function for engagement with unrecognized actors.The study concludes that modern humanitarian diplomacy is a dynamic synthesis of ethical principles and political pragmatism, allowing states to pursue strategic objectives through humanitarian instruments.
