Abstract

User-initiated service avoidance, compounded by provider restrictions, contributed to decreased LTC use and worsened outcomes for PWDs. Policy responses should strengthen flexible home- and community-based services and provide enhanced caregiver support to ensure care continuity during future public health crises.
