POLICY BRIEF 1 Scaling Sustainable Urban Mobility: Policy Insights from the SPINE Project

This policy brief presents early policy insights from the Horizon Europe project SPINE (Smart Public Transport Initiatives for Climate-Neutral Cities in Europe). SPINE brings together 11 Lead and Twinning Cities to test, implement and scale sustainable urban mobility solutions that strengthen public transport as the backbone of climate-neutral transport systems. The brief examines key challenges faced by European cities in shifting away from car-dependent mobility, including fragmented governance, limited data interoperability, slow implementation of Sustainable Urban Mobility Plans (SUMPs), and barriers to inclusive mobility services. Drawing on real-life Living Lab experiences across the SPINE city network, it highlights lessons learned from implementing multimodal hubs, MaaS platforms, public transport prioritisation measures, smart mobility platforms, and active mobility services. Based on these insights, the document provides preliminary policy recommendations for local, national and EU decision-makers on how to accelerate modal shift, improve public transport attractiveness, strengthen governance frameworks and support scalable, inclusive urban mobility transitions.
