Based on the analysis of the main trends in global development, a hypothesis has been formulated about the possibility of extending the concept of technological sovereignty to a group of interested countries. The purpose of the article is to substantiate the concept of collective technological sovereignty, as well as a fundamental assessment of Russia’s participation and leadership in partnerships based on this concept. The concept is built on the interest of each party in the partnership, equal cooperation, and stable interactions. The analysis of the concept using institutional, political, security, technological, and ideological approaches has been carried out, showing its consistency and the possibility of use. The defi nition of collective technological sovereignty is proposed and substantiated. The basic principles of collective technological sovereignty are highlighted; i.e. preferential use of technologies created in the member states of the partnership; the possibility of ownership and use of such technologies by all partnership members; protection of the partnership’s technological space from external competitors; technological cooperation with friendly states. The objective diffi culties of the formation of collective technological sovereignty related to internal and external causes and the main means of countering them are outlined. Based on the analysis of positive and negative prerequisites, it is revealed that there is an opportunity for the Russian Federation to become a pioneer and a leader of partnerships based on the concept of collective technological sovereignty.
