Brazil's Productive Capacity Gap: Human Capital, Industrial Structure, and the Limits of Economic Absorption

This report analyzes the structural constraints limiting Brazil’s productive capacity, focusing on the interplay between human capital, industrial structure, and institutional inefficiencies. Despite abundant natural resources and a highly renewable energy matrix, Brazil faces a persistent gap between potential and effective economic output. The study introduces the concept of a "productive capacity gap" to explain why the country struggles to transform its resource base into high-value industrial and technological production.
