The Transformative Youth in Evaluation Movement

Abstract Governments, United Nations agencies, and organizations have long emphasized youth issues, urging inclusion and empowerment. Yet, genuine youth engagement remains limited. Recent changes in the evaluation field challenge this norm. This chapter outlines these changes, tracing their historical and contextual evolution. It begins by explaining the Youth in Evaluation movement and the Youth Transformative Participatory (YTP) approach. The chapter showcases an exemplar of this movement, the EvalYouth Global Network. It details EvalYouth’s adoption of the YTP values-in-action approach, highlighting fidelity to values such as transformation, empowerment, decolonization, and democratization. A system framework for youth participation is presented, concluding with a vision of a future evaluation landscape with empowered youth and the widespread use of the YTP approach.
