Abstract The chapter proposes an evaluation framework for Bhutan, where gross national happiness (GNH) stands as an overarching development philosophy. The main essence of GNH is the balanced societal attainment of material progress alongside psychological, cultural, and spiritual development and harmony with the natural environment. This approach to development needs an appropriate evaluation framework to ensure that initiatives are a relevant and right fit for people. Culturally responsive evaluation (CRE) propagates practicing “what, how and for whom” evaluation using local wisdom and realities and therefore complements the essence of GNH. This chapter proposes an evaluation framework for GNH using the lens of CRE theory and practice. Using this framework, evaluation in Bhutan can help navigate pathways into a sustainable future, with people and their happiness at the center. The proposed framework presents three wholesome principles, spiritualism, intergenerational, and equity and inclusivity, as the guiding evaluation principles in Bhutan.
