Stakeholder Collaboration and Value for Money in Public Works Procurement: Evidence from Tamale Metropolis, Ghana

Aim: This study examines the impact of stakeholder collaboration on achieving value for money in procuring civil works in Ghana, specifically within the Tamale Metropolitan Area. Methods: The research methods employed a qualitative research design using in-depth interviews alongside document analysis. These methods facilitate an understanding of the nuanced experiences of procurement professionals in the Tamale Metropolitan Area. The population for the study consists of procurement professionals, project managers working in various public institutions involved in civil works projects and relevant stakeholders in the procurement process of civil works projects within the Tamale Metropolis. Sample frames were derived from professional associations, government directories, and organizational listings of procurement professionals in the Tamale Metropolitan Area. Results: The findings reveal that effective stakeholder collaboration significantly improves transparency, procurement efficiency, and value for money in civil works procurement. Grounded in stakeholder theory, this study explores how the involvement of government as a key stakeholder influences procurement outcomes, cost-effectiveness, and project success. Conclusion: The study concludes that effective stakeholder collaboration is key to successful procurement outcomes, and that clear communication, strong leadership, and continuous capacity-building are essential to fostering teamwork and improving collaborative efforts. Recommendations: The study recommends strengthening procurement training programs, improving monitoring mechanisms, and promoting transparency through digital procurement systems to enhance stakeholder collaboration and value for money in public procurement.
