The work introduces a multi-layered system composed of governance modeling, index-based evaluation, architectural standardization, and orchestration logic. It establishes a structured approach for analyzing and designing infrastructure systems under constraints of computation, energy availability, regulatory alignment, and systemic risk. The framework includes: A governance architecture defining policy-to-execution control relationships A global benchmarking index for cross-country infrastructure evaluation A standardized architectural layer enabling interoperability and compliance An orchestration model aligning computational workloads with energy systems Validation and benchmarking modules supporting scenario-based analysis Mathematical formulations define relationships between infrastructure components, including compute capacity, energy allocation, governance coherence, and systemic constraints. These formulations are expressed in reproducible form and supported by computational models. The index component provides a structured method for comparing infrastructure readiness across national systems using normalized, weighted indicators. The architecture enables consistent evaluation, scenario simulation, and policy-aligned system design. This work is intended for research, policy analysis, and strategic infrastructure assessment. It provides a formal analytical foundation for evaluating and structuring AI-enabled infrastructure systems across institutional and national contexts.
