Peruvian Efforts to Strengthen the Quality of Forensic Practice: Limitations and Advances in Standardization

This chapter examines Peru's disparate advancement in forensic quality management, focusing on the Institute of Legal Medicine and Forensic Sciences (IMLFC-Peru). Despite enduring requirements and significant past achievements, progress is impeded by inadequate governance, unstable infrastructure, and ongoing financial and logistical deficiencies. The authors delineate macro-level service flows and advocate for integration based on the principles of the Sydney Declaration to preserve scientific integrity in the context of constrained accreditation. Potential enhancements encompass optimizing necropsy services in remote regions, augmenting supplementary clinical and thanatological services, and consolidating DNA databases for sexual and criminal offenses. The chapter presents Peru as a diagnostic case for Latin America, highlighting context-specific techniques that aim for excellence within actual practical limitations.
