Safeguarding Framework for Cross-Border Reproductive Care and Surrogacy: A Policy Architecture for Protection, Accountability and Human Dignity

This policy framework addresses emerging governance and safeguarding challenges in cross-border reproductive care, with a particular focus on surrogacy contexts involving economic vulnerability, displacement, and legal asymmetries. The document introduces a protection-oriented architecture designed to: reduce the risk of exploitation strengthen informed and voluntary participation clarify accountability across jurisdictions align practices with international human rights and ethical standards It is intentionally positioned as pre-operational and non-implementational. The framework does not propose or facilitate reproductive programs, but instead provides a conceptual and policy-level safeguarding layer intended for institutional reference. The framework aligns with principles reflected in international standards associated with the United Nations, UNICEF and World Health Organization.
