This article analyzes some of the challenges facing digital transformation of public administration in the constituent entities of the Russian Federation. In the context of the rapid development of modern states, digital transformation is becoming increasingly important, particularly within public administration. The integration of information technology into administrative procedures entails a fundamental shift in the dynamics of interaction between government bodies and the public, streamlining service delivery, and improving the overall efficiency of administrative processes. Given the state’s desire to create a service-oriented state, the introduction of digital technologies opens up opportunities for rethinking established bureaucratic structures and moving toward a new level of transparency and efficiency. The constituent entities of the Russian Federation, being quite diverse and each with its own specific characteristics, face unique challenges and opportunities in the context of using digital tools to modernize administrative processes. Under these circumstances, the constituent entities of the Russian Federation face the important task of finding solutions to identified problems in order to successfully implement digital initiatives aimed at reducing the digital divide, improving accessibility, and enhancing the overall efficiency of public services. The author emphasizes that the main areas of digital transformation, including in public administration, are largely determined by the political and legal guidelines of the federal center. However, the success of these initiatives depends significantly on the actions of regional authorities themselves. In conclusion, the author concludes that, given the continuous improvement of information and communications technologies, the effectiveness of digital transformation of public administration at the regional level largely depends on increasing digital maturity and creating an appropriate regulatory framework. It has been established that the level of information transparency in the constituent entities of the Russian Federation and the publication of data on official government websites remains insufficiently high. An analysis of the current state of digital transformation in the constituent entities of the Russian Federation and their governing bodies revealed a number of factors confirming the feasibility of introducing new indicators for an objective assessment of digital maturity. The author believes it is necessary to expand the list of digital maturity indicators. Furthermore, given the development of the data economy, it is important to establish requirements for the constituent entities of the Russian Federation to create the conditions for its effective functioning.
