Israel's Strategic Options and U.S. Rebalancing under Dual-Theater Constraints

This policy brief analyzes Israel’s strategic options and U.S. strategic rebalancing under emerging dual-theater constraints linking the Middle East and Ukraine. It argues that the primary constraint in contemporary conflict is no longer escalation capacity, but the ability to sustain escalation under conditions of resource scarcity and systemic pressure. As U.S. commitments span multiple theaters, resource competition—particularly in high-end military assets such as air defense systems—has become operationally binding. The analysis introduces a framework of escalation bandwidth under constraint, demonstrating how cross-theater interactions transform parallel commitments into a single constrained allocation system. Within this system, conditional decoupling functions not only as an escalation-limiting mechanism but as a tool of cross-theater resource optimization. The study identifies a structural shift in U.S. strategy from parallel support to selective prioritization, driven by finite resources, industrial constraints, and competing strategic demands. This transition produces a core strategic paradox: actions that deepen commitment in one theater may accelerate constraints on that commitment at the system level. The findings suggest that conflict dynamics are increasingly governed by allocation priority rather than escalation dominance, marking a transition from escalation-driven competition to allocation-driven competition in contemporary warfare.
