SAFE-Matter™ Transparency and Reliance Interface — The Visibility and Accountability Layer of the Evidential Safety Governance System

This paper defines the SAFE-Matter™ Transparency and Reliance Interface as the visibility and accountability layer within an evidential safety governance system.It establishes how the operational condition of life-critical safety functions is made visible and accessible at the moment of reliance, ensuring that decisions are based on current, verifiable evidence rather than historical certification or inferred safety.Within SAFE-Matter, system identity is established through SM Codes, condition is evaluated by the Trust Engine, and enforcement is applied through the Trust Reflex. The Transparency and Reliance Interface provides controlled access to these outputs, enabling authorised stakeholders to determine whether reliance is permissible at a specific moment in time.The paper addresses the structural limitation of traditional safety systems, where visibility is fragmented across certificates, inspections, and records, and replaces this with a unified, time-bound representation of evidential condition.It introduces role-based visibility, moment-of-reliance access, and deterministic handling of the UNVERIFIED state, ensuring that absence of evidence is treated as a defined condition of non-reliance.By linking visibility directly to evidential condition and system enforcement, the interface establishes accountability, traceability, and defensible decision-making at the point of use.This work forms part of the SAFE-Matter™ evidential safety governance framework, addressing the identified “Unknown Present” gap between certified design intent and real-time operational reality.
