SAFE-Matter™ Trust Reflex — The Enforcement Layer of the Evidential Safety Governance System

The SAFE-Matter™ Trust Reflex defines the deterministic enforcement mechanism of the SAFE-Matter evidential safety governance system.Operating on the outputs of the Trust Engine, the Trust Reflex applies non-discretionary system responses to the evaluated operational condition of life-critical safety functions at the moment of reliance. It ensures that reliance is governed strictly by evidenced condition, not assumption.Where a safety function is evidenced as reliable, the Trust Reflex permits continued operation. Where evidential condition is degraded, uncertain, or failed, it applies proportionate limitation, restriction, or cessation of reliance without discretionary override. Where no valid or current evidence exists, the Trust Reflex enforces a state of non-reliance.The Trust Reflex forms the enforcement layer of SAFE-Matter, completing the closed loop between identity (SM Codes), evaluation (Trust Engine), and action. It ensures that evidential condition directly governs system behaviour in real time.By replacing discretionary interpretation with deterministic enforcement, the Trust Reflex provides a defensible and auditable mechanism for controlling reliance on life-critical systems.
