Assessing the Practical Implementation of Decentralized Power at Local Level: A Case Study of Wachale Woreda, North Shoa Zone, Ethiopia

This study assessed the practical implementation of decentralized power at the local level in Wachale Woreda, North Shoa Zone, Oromia Regional State, Ethiopia. Decentralization, defined as the transfer of power and authority from the central government to local units, has been a cornerstone of Ethiopia's governance reform since 2002. However, concerns persist regarding whether devolved powers are practically implemented at the grassroots level. This study employed a descriptive research design that incorporated both qualitative and quantitative approaches. Data were collected from 95 respondents through questionnaires and interviews, including Woreda administrators, heads of governmental institutions, elected representatives, and Kebele chairpersons. The findings revealed that decentralized power was not properly implemented in the study area, with 87.8% of respondents indicating interference from federal, regional, and zonal governments in local affairs. Improper implementation manifested as inconsistent planning, budget allocation constraints, limitations on locally responsive governance, and undemocratic elections. Only 10-15% of annual budgets were locally generated, and community empowerment in planning, decision-making, implementation, and evaluation remains significantly constrained. The study concludes that despite constitutional provisions, decentralized power implementation in Wachale Woreda faces substantial challenges from upper-level government interference, inadequate human and financial resources, and limited stakeholder participation. The recommendations include awareness-creation training, respecting local government autonomy, ensuring free and participatory elections, and strengthening local revenue-generating capacities.
