Register-Based Transformation of Educational Statistics in Ukraine as an Adaptive Model Under Conditions of Turbulence and European Integration

The purpose of the study is to substantiate the register-based transformation of educational statistics in Ukraine as an institutional mechanism for enhancing the adaptive resilience of the education governance system under conditions of turbulence and European integration. The research applies a comparative-institutional analysis of the architecture of educational data systems in Ukraine (AICOM software and hardware complex, EDEBO – Unified State Electronic Database on Education) and EU countries (EMIS), a structural analysis of data sources, a content analysis of international methodological frameworks (ISCED, UOE, SDMX), and conceptual modeling based on institutional resilience theory. To operationalize the comparison, five analytical criteria were used: statistical unit of observation, type of identification, programme coding, territorial classification, and metadata structure. The findings demonstrate that the key barrier to the international comparability of educational statistics lies not in differences in indicator definitions but in the institutional architecture of data sources. Structural comparison revealed discrepancies in the level of record personalization, the integration of international classifications (ISCED, NUTS), mechanisms of double coding of programmes, and metadata standardization. A three-level model of adaptive transformation is proposed (technical integration – methodological harmonization – institutional alignment). Thus, the study confirms that a register-based transformation is a strategic prerequisite for ensuring longitudinal analysis, interoperability, and evidence-based educational policy in the context of European integration.
