The Theory of “Multi-Level Governance” in Practice: The Implementation of Anti-Extremist Policy in the German System of Public Authority

The article presents an analysis of the practical implementation of Germany's anti-extremist policy through the prism of the theoretical model of “multi-level governance”. The study examines how different levels of government — federal, regional and municipal — interact in the implementation of measures to counter extremism. Based on an examination of strategic documentation, institutional structure, and individual initiatives, the authors demonstrate that the German counter-extremism system is a clear example of a complex, multi-level governance network characterized by cooperation and the distribution of competencies, as well as overcoming challenges associated with coordination and compliance with uniform standards. The strengths of this approach are identified and the applicability of the German experience to other polycentric political systems is assessed.
