Foreign Investments in Housing Stock in Wartime and Postwar Recovery: Legal Principles of Public–Private Partnership

The purpose of this article is to establish a framework for attracting foreign investment in Ukraine’s housing stock under martial law and throughout the postwar recovery period. This includes consideration of economic and legal challenges, potential risks, and existing institutional opportunities for investors. The housing stock is considered a complex system that includes physical assets and social functions. Therefore, the article relies on the system method, axiological analysis, statistical analysis, and the formal legal method to examine the interaction of elements of the housing stock and potential points of instability. The study also identifies the prospective areas for investment projects within the housing segment of the economy. The analysis concludes that foreign investment in Ukraine’s housing stock is a promising direction, particularly in light of large-scale internal migration and the concentration of internally displaced persons in several regions, which significantly increases the demand for new housing. The article highlights the development of the Ukraine recovery and development plan as a key strategic initiative for national reconstruction. It is emphasized that investment in Ukraine’s housing stock is accompanied by considerable risks arising from external factors (warfare and political instability) and internal challenges, including the lack of transparent statistical data, complex permitting procedures, and lengthy project implementation cycles.
